Hong Kong does not have comprehensive public dental care for adults. “Government dental clinic” almost always means one specific, narrow service: 11 clinics running a Dental General Public Session for emergency pain relief and tooth extraction, most only a few sessions a week. Here is exactly what it covers and how to get a slot.

What can I actually get treated at a government dental clinic?

Only two things: relief of pain, and extraction of one tooth per visit. The service does not include dental filling, scaling and polishing, dentures, bridge removal, or pre-orthodontic extraction. You must bring a valid identity document, and anyone under 18 must be accompanied by a parent or guardian.

How do I register for a slot?

Through the Online Registration for Dental General Public Session (ORDGP), open 6:00am to 11:30am for a slot the next working day (if the next day is a Saturday or public holiday, no registrations are taken). Register via the eHealth app, the iAM Smart app, or the DH's ORDGP website. Slots are allocated by computer ballot immediately after registration closes; if you can't use a phone or computer, staff at any Dental General Public Session clinic will help you register in person between 8:30am and 11:30am.

Is there priority for elderly people, and what if I don't get a slot?

Half of each day's quota is reserved on a priority basis for people aged 65 or above in the first round of balloting; unallocated priority slots then join the general pool. If you've registered in the past 30 days without success, a compassionate mechanism sets aside 5% of first-round quotas for you and places you on the waiting list with priority. Successful applicants get an SMS confirmation carrying the ID “#DH-DENT GP” with a “#” prefix and no hyperlink — a genuine message from the Department of Health never contains a link, which is worth knowing given how common SMS scams are.

How much does it cost?

Since 1 January 2026, the service is free of charge for eligible persons — broadly, Hong Kong Identity Card holders (with the standard immigration-status caveat), Hong Kong resident children under 11, or others approved by the Director of Health. For non-eligible persons, the consultation fee (including extraction and other oral surgical emergencies) is HK$850, plus HK$90 per prescription item, for up to four weeks.

What happens if a session is cancelled for bad weather?

If you already had a confirmed slot, it's automatically rescheduled to the same clinic and time, one week later (or the following week if that date is a public holiday). The two clinics that only run once a month — Tai O and Cheung Chau — reschedule to the next month's session instead. Clinic staff will contact you to confirm.
